New DHA Citizenship Reinstatement Portal & What It Means for Former South African Citizens

On 24 November 2025, the Department of Home Affairs officially launched the Home Affairs Citizenship Reinstatement Portal. The portal is a bespoke online platform designed to help South Africans who lost their nationality under the now-struck down automatic-loss clause, to easily verify and restore their citizenship.

Why the Need for the DHA Citizenship Portal

Under Section 6(1)(a) of the South African Citizenship Act 88 of 1995, South Africans who voluntarily acquired citizenship of another country as adults, without first applying for Ministerial retention permission, automatically lost their South African citizenship.

On 6 May 2025, the Constitutional Court of South Africa unanimously declared that provision unconstitutional, ruling that the automatic stripping of citizenship violated the right to citizenship under the constitution. The verdict effectively meant that individuals affected since 6 October 1995 should be considered as having never lost their South African citizenship.

Though the court decision settled the legal question, many affected individuals still faced a cumbersome, paper-heavy administrative process to reinstate their citizenship, especially those living abroad. The absence of a clear, standardised restoration mechanism was a major gap.

The new portal bridges that gap. As stated by DHA Minister Leon Schreiber, the platform is a milestone in their mission to modernise Home Affairs services and to ensure that all South Africans, regardless of where they live, have efficient access to dignified services.

Features of the DHA Citizenship Portal

The portal is accessible via the following link. The website will enable users to inter alia do the following:

  • Create a secure profile and confirm their email address.
  • Enter their South African ID number to check whether their citizenship is still valid, or whether it was lost under Section 6(1)(a).
  • Use biometric verification, including facial recognition and document upload, to confirm identity.
  • If needed, submit a reinstatement application, without having to visit a branch or submit paper forms.
  • Track the progress of their application through the portal’s user interface, once submitted.

For many, especially South Africans living abroad, the portal transforms what used to be a bureaucratic process into a simple, digitally accessible self-service.

Legal Significance and Implications

The launch of the portal represents the administrative implementation of the Constitutional Court’s decision. It turns a judicial ruling, which declared the automatic-loss clause invalid into practical relief for affected individuals.

Those who lost their citizenship solely because they acquired foreign nationality after 6 October 1995 are now legally considered to have retained their South African nationality all along.

The portal ensures their status is properly recorded on the national population register, through biometric verification and updated documentation, giving them full access to rights associated with citizenship.

Importantly, the system also safeguards against misuse or fraudulent claims, since identity verification and integration with the national register are built into the process.

Once-affected individuals, human-rights advocates and immigration specialists have called it long overdue, and praised the simplicity, fairness and dignity that the portal restores.

Why Professional Immigration Guidance by SA Visa Link Still Matters

While the portal simplifies the first step,  verifying status and formally requesting reinstatement, certain complexities remain. For many former citizens:

  • The original loss of citizenship may have involved foreign-documents, passports, naturalisation dates, and other paperwork that may be incomplete or confusing.
  • Biometric verification or document upload (especially if done from abroad) might require careful guidance to ensure it meets DHA’s standards.
  • In some cases, affected individuals may also need to address related issues: passport renewal, identity verification, renunciation (if they prefer not to reinstate), or other immigration matters.
